Cybernetics and Viable Systems

This paper closes the Systems Thinking and Dynamics series with cybernetics โ€” the science of control, communication and self-regulation in machines, organisms and organisations. Norbert Wiener founded the field on a single principle: feedback and information are the basis of purposeful, self-regulating behaviour, whether in a thermostat, an organism, or an organisation. Ross Ashby supplied its fundamental law โ€” only variety can absorb variety, meaning a controller must command at least as much variety as the disturbances it faces. Stafford Beer turned cybernetics into a working model of the viable organisation; Maturana and Varela revealed living systems as self-producing, situating the observer inside the system being described.

Beer's viable system model, with its five recursive subsystems, is the most directly applicable of the four to organisational design โ€” a way of asking whether an organisation can sense its environment, regulate itself, and maintain a clear identity as it grows, rather than simply adding layers of hierarchy.

For the operator, the practical takeaway is that regulating complexity requires requisite variety and genuine feedback: design the organisation as a recursive, self-regulating system with real sensing of its environment, not a static chart.
